
The Cleveland ISD Board of Trustees has officially approved pay increases for the 2025-2026 school year in accordance with the Compensation Bill from the 89th Legislature, recognizing and rewarding the incredible work of our team!
💰 Teacher Raises
• 5+ years of experience: $5,000 increase
• 3–4 years of experience: $2,500 increase
• 2 years of experience: $1,275 increase
• 1 year of experience: $1,270 increase
• Apprentice Teachers: $1,000 increase
👥 All other staff will receive a 2% increase in pay.
🗓 Local Leave Days have also been added for all employees, in addition to the 5 state days.

To support student focus, well-being, and academic achievement, Cleveland ISD is implementing a Distraction-Free Education Policy aligned with House Bill 1481. This new policy limits the use of personal electronic devices during the school day.
What You Need to Know:
🔹 Elementary & Middle School & High School
All personal devices (including cell phones, earbuds, smartwatches, etc.) must be powered off and stored away from the first bell to the last.
🔹 All Campuses:
This policy applies during passing periods, assemblies, and all school activities.
Why It Matters:
The goal is to reduce distractions, enhance emotional wellness, and strengthen student engagement with peers, teachers, and learning.
How Families Can Support:
✅ Talk with your child about staying focused and device-free at school.
✅ Ensure devices are stored in backpacks
✅ To reach your child during the school day, please call the school’s front office.

Dr. Josefa Davila is a highly accomplished and purpose-driven leader with over 25 years of experience dedicated to transforming public education. She has a distinguished record of accelerating student achievement, elevating instructional quality, and building robust leadership capacity across diverse school systems.
A proud first-generation college graduate and former Multilingual Learner, Dr. Davila leads with deep empathy and urgency. Her profound commitment to equity and excellence is personal, rooted in the belief that every student deserves access to a high-quality education in a system where they are seen, supported, and empowered to thrive.
Before joining Cleveland ISD, Dr. Davila served in executive leadership roles in some of Texas's largest districts. There, she successfully led school turnaround efforts and expanded high-impact instructional systems that drove lasting academic gains. She holds a doctorate in Educational Leadership and is a certified superintendent in the state of Texas.
As Chief Academic Officer, Dr. Davila is committed to empowering educators, accelerating student learning, and fostering a culture of high expectations and collaborative success throughout the district.

Beginning September 1, 2025, Texas House Bill 1481 goes into effect, requiring all public school districts—including Cleveland ISD—to adopt and enforce policies that restrict the use of personal wireless communication devices during school hours.
This includes, but is not limited to:
📱 Cell phones
🕒 Smartwatches
💻 Personal tablets and laptops
📻 Any non-district-issued wireless communication devices
The intent of HB 1481 is to minimize classroom distractions, promote academic engagement, and enhance student safety throughout the instructional day.
Next Steps for Cleveland ISD
Cleveland ISD is actively working with the School Board to develop administrative guidance aligned with the new legislation. This guidance will define how the policy will be implemented across all campuses.
